Offshore helicopter incidents focus the minds of everyone involved in the oil and gas industry; particularly the workers who travel every day by helicopter to and from oil and gas installations. Even 'day to day' in-flight occurrences requiring flight crews to return to base en route offshore can be just as concerning to the passengers involved. A trade union official will provide an insight into how helicopter safety is perceived by the offshore workforce at large and offer a view on what needs to be done to improve communications to allay workforce concerns. How do the manufacturers ensure helicopter designs are 'fit for purpose' and what organisations, systems and maintenance procedures are in place to assure continuing airworthiness in order to fully support the day-to-day logistical demands of offshore helicopter operations in hostile environments? AgustaWestland, Eurocopter and Sikorsky will take you behind the scenes of their support operations to provide an insight into the organisations, systems, training, procedures, and communications. They'll discuss how teams of highly skilled professionals provide 24/7/365 support to their customers (the helicopter operators) to assure passenger safety on UK offshore helicopter flights and; what they are doing to improve helicopter safety. The UK regulator, the Civil Aviation Authority will explain their relationship with EASA, their oversight responsibilities, how they influence continuous airworthiness and the maintenance of high standards for flight and maintenance operations. The suspension of EC225 flights after the two ditchings in 2012 raised the important issue of resilience of the UK offshore helicopter fleet; and its ability to deal with the logistical problems of maintaining a workable offshore flights schedule. These issues will be discussed along with proposals to assist with future planning to cope with any future lack helicopter capacity. Trust Boards should provide, through quality accounts, full and accurate information about their compliance or non-compliance with the fundamental standards and enhanced standards that apply to them. This data should be made available on each trust’s website, and should be audited. Quality accounts should contain information in a common form to enable comparisons to be made between organisations. This should include a minimum of prescribed information about compliance with fundamental and enhanced standards. Where there are issues of non-compliance, proposals for rectification should appear, and full details should be given on statistics on mortality and other outcomes. These quality accounts should contain the observations of commissioners and overview and scrutiny committees. Each quality account should be accompanied by a declaration signed by all directors certifying the accounts to be true, or a statement of explanation should be given as to why any director is unable to sign or has refused to sign such a declaration. To make or be party to a wilfully or recklessly false statement as to compliance with fundamental standards in the required quality account should be made a criminal offence. As part of the major campaign to get employers to respond to the crisis of youth unemployment and the employability deficit amongst the young, a national conference is taking place in London. The level of alarm at this state of affairs, has heightened with recent cases of child deaths (such as the 3 month-old Kahui twins in 2006). Green and White papers from the government on Vulnerable Children show that policy changes are forthcoming, involving common assessment tools, agency co-ordination, the creation of Children’s Teams, and evidence-based policies. This lecture looks critically at the policy recommendations and argues for a greater consideration for children’s participation rights, strengths rather than deficits, awareness of causes (especially poverty), and family support rather than surveillance.
